Full Council on 13 October votes on e-bike removal powers and planning call-ins, debates a Gaza pension petition and a Walpole Park motion. Plus repairs scrutiny.
Four Ealing Council meetings have published agendas for the week of 12 October. The big one is Full Council on Tuesday evening, with two votes that change how the borough is run and two debates that residents asked for.
All four meet at Perceval House, 14-16 Uxbridge Road, W5 2HL. The council’s meetings calendar has every paper.

The Corporate Parent Committee on Thursday has been cancelled.
Monday: Greener Ealing’s accounts
The Shareholder Committee oversees Greener Ealing Limited, the council-owned company that collects bins, cleans streets, cuts grass and enforces parking. The report asks councillors to sign off its 2025/26 accounts.
- Profit before tax was £176,503, down from £264,770 the year before. No dividend was paid.
- Menzies LLP would be reappointed as the company’s auditor.
- A recruitment services contract worth up to £18.9 million over three years, with an optional fourth, is proposed to supply staff across the company.
The accounts, the quarterly performance report and the recruitment plan itself are all marked exempt, so the public will be asked to leave for that item.
Tuesday: Full Council
The agenda starts at 7pm in the Atrium. These are the items that affect residents most.
E-bike removal powers. Officers admit no fines have been issued since the e-bike policy began in February. They want the power to remove dangerous bikes and bill the operators. The Liberal Democrats’ amendment “regrets the lack of enforcement”. Full story: Ealing e-bikes: no fines yet.
Planning call-ins. New national rules from 31 October end the routes by which councillors, residents’ associations and amenity groups can send an application to committee. Full story: what changes for planning objections.
Gaza pension petition. A petition with 4,974 signatures will be debated. It asks the council to set up a cross-party group to review all pension fund investments, including those held through the London CIV, for holdings “allegedly complicit” in breaches of international law in Palestine. It cites Kingston Council, which it says passed a similar motion in July 2025. The group would report to the Pension Fund Panel, which makes investment decisions.
Walpole Park theatre motion. The Liberal Democrat motion for debate asks Cabinet to withdraw the plan to lease part of Walpole Park to Troubadour Theatres. It says three petitions against the plan had 8,297 signatures between them when it was submitted. It also asks Cabinet to look at brownfield sites instead. A Conservative amendment adds that the theatre must leave the park after three years. Background: the Walpole Park petition.
Allotments. A Liberal Democrat motion not for debate asks the council to provide more allotments and food-growing space. Labour has tabled an amendment.
Public questions. Three residents have questions for cabinet members:
- when signs at the Greenford Road junction with Costons Lane school street will be fixed. The questioner says the scheme issued 40,000 penalty notices worth £7.2 million in 40 weeks; that is the questioner’s figure, not the council’s
- whether the council will revoke planning permission for an HMO at 12 Woodland Rise, which drew 130 objections, according to the question
- progress on extending the parking zone in Clovelly Road and why residents were not consulted on the Charlton Road extension
Urgent question. Councillor Douglas will ask the council leader about the community cohesion implications of the Green Party adopting a motion declaring that Zionism is racism.
The meeting also takes the treasury management outturn for 2025/26 and the scrutiny annual report.
Wednesday: council housing repairs
The Housing and Environment Scrutiny Panel meets at 7pm. It is hybrid, so it can be watched online through the link on the agenda page. Representatives of Wates, the repairs contractor, have been invited.
The repairs update says the backlog of overdue repairs is down 65% on July 2025 but has risen for three months. August’s figures against target:

The report says first-time fixes were at their lowest since August 2025. Urgent repairs done in time fell 12.5 points in a month. A “joint recovery plan” with contractors is in place.
On the condition of homes, it says stock surveys now cover 96% of council homes and 94% of those surveyed meet the Decent Homes Standard. A new Repairs Diagnostic Centre went live in August; the council says it needs three to six months before its effect can be judged.
The panel also gets an update on the council’s improvement plan for the Regulator of Social Housing. It says an Asset Management Strategy is due for Cabinet sign-off in October.
Thursday: Safer Neighbourhood Board
The board brings police and community groups together. The agenda has a police update with questions, a Southall update from Rise and the Southall Town Team, and a projects update.
